I don't think that there's the political will in Congress for such a major project. Unmanned exploration, sure. Limited human exploration, yes. A permanent moon base? In human history, we've only gone to the moon consistently enough for a moon base to be viable once, and that was in the early 70s. The cost was and will be exorbitant.
